The Technology Services 4 Framework is a lucrative £16 billion opportunity allowing Public Sector customers to buy a range of services, from strategy and design to operational deployment.

About the Opportunity

This Framework will include the following Lots:

1. Technology Strategy and Service Design

To include capability analysis, business models, road-mapping, AI and automation deployment planning and design, operational service design, demand management planning, and application strategy and design. 

2. Transition and SIAM

To include risk analysis and management, audit and due diligence, coordination of resources, post-transition review, legacy service decommissioning, application implementation and re-platforming, and SIAM. 

3. End User Services

To include product support capabilities, incident management and support services, knowledge transfer, device deployment, hardware and device leasing services, and project and programme management. 

4. Infrastructure Management

To include delivery models alignment, cloud platforms, network security, identity and access management, hardware and software acquisition and disposal planning, and asset lifecycle management. 

5. Application and Data Management

To include development of new and existing applications, continuous and whole software lifecycle management, process workflows, architectural techniques and tools, and data extraction. 

6. Major Technology Services Transformation Programmes

Services as described in Lots 1, 2, 3, 4, and 5.

The Future of AI in the Public Sector

AI is being heavily invested in by the UK Government, with £2 billion going towards the AI sector since 2019. It has been estimated that AI could add an additional £630 billion to the UK economy by 2035, increasing the annual growth rate of GVA from 2.5% to 3.9%. The Government is also currently spending over £1 billion on cyber security data solutions annually. 

Technology Services 3 was incredibly successful, as was the second iteration. Since 2021, £3.49 billion has been spent via Technology Services 3. 

What is an Open Framework?

Open Frameworks will be available to Contracting Authorities from October 28th, 2024.  

Unlike traditional closed Frameworks, Contracting Authorities will be permitted to appoint new suppliers to the Framework during its lifetime. To facilitate this, open Frameworks may be opened at least twice whilst they are already live. They will also be permitted to run for up to 8 years – twice the length of most traditional Framework Agreements. This will hopefully be more inclusive of smaller and newer suppliers. 

Technology Services 4 will be an 8-year open Framework, which will be re-opened to accept new suppliers after years 3 and 5.
