What is Learning & Training Services?
This framework is needed to help the UK recover from the Covid-19 pandemic. The pandemic has had a devastating impact on employment, particularly in certain industries, as activity was brought to a stop across large swathes of the UK economy. It has also accelerated a shift in the economy, away from traditional working methods and more towards digital expertise.
This Dynamic Purchasing System contributes towards the Government achieving its aim of making sure that at every stage in life, people will be provided the skills to train, retrain and get the jobs that they want. In January 2021, the Government published the policy paper ‘Skills for jobs: lifelong learning for opportunity and growth’ as a blueprint for training to support people to develop the skills needed to get good jobs and improve national productivity. This framework and the range of training disciplines included within it contribute towards the objectives set out within the policy.

Framework Scope – Learning & Training Services
In the wake of the Covid-19 pandemic, the Government has committed to making sure that at all stages of life, people are provided with the skills they need to train, retrain and get the job that they want. This objective was outlined in the Government’s ‘Build Back Better’ plan for recovery from the pandemic and also in the policy paper ‘Skills for jobs: lifelong learning for opportunity and growth’.
This procurement contributes to achieving this objective by providing access to a variety of training providers offering a range of high-quality training services. It is designed to meet the learning and development needs of UK Public Sector bodies and is particularly aimed at benefitting wider Public Sector organisations.
This is the first iteration of this Dynamic Procurement System.
